What is that for?

I was at a drs appointment with Ben a few weeks back. The room we were put in had this window...
What would you use a window like this for? Why even have this window? And WHERE did they ever find the blinds for it???

    Guess #1 - This was a former prison room.
    Guess #2 - They already had the blinds so why not get the window.
    Guess #3 - wait ... no ... I’m out (just not out that window)
